Francesca Heim

Francesca Heim is a defense technology consultant with a background in Signals Intelligence, Electronic Warfare, and Cyber Operations. A veteran Naval Cryptologic Warfare Officer, she brings five years of leadership experience supporting high-impact national security missions. Francesca is passionate about helping startups with innovative technologies successfully integrate into the Intelligence Community and Department of Defense by bridging operational needs with technical solutions.

Francesca graduated from the United States Naval Academy with a B.S. in Physics in 2020 and began her career as a Naval Cryptologic Warfare Officer. Her military roles included serving as Deputy Team Lead of an Offensive Cyber Project and as Cryptologic Resource Coordinator (CRC) at Naval Special Warfare Development Group. As the CRC, she managed all cryptologic assets — to include Signals Intelligence and Electronic Warfare operations — within her tactical purview, while leading diverse teams in the development and acquisition of cutting-edge intelligence capabilities.

Following her military career and prior to becoming a consultant, Francesca participated in a Venture Capital fellowship and worked in a customer success and business development capacity for a defense tech startup.
Francesca, her husband, and their child (soon to be two) live in Virginia Beach, VA, where they enjoy surfing, jiu jitsu, and spending time appreciating nature from their front porch.
